ESG Pillar

Key Checks

  1. Battery & e-waste recycling and disposal plan
  2. Gender inclusion: jobs, leadership roles , and SME participation
  3. Human rights & supply chain compliance
  4. No forced labour; Xinjiang-linked panels ruled out
  5. Community consultation and tariff acceptance
  6. Stakeholder engagement and grievance mechanism
  7. Climate resilience and adaptation measures

Red Flags

  1. No recycling/disposal plan for batteries or panels
  2. ESG statement provided without metrics
  3. Gender inclusion or job impact not quantified
  4. No consultation record with local communities
  5. Weak supply chain disclosure

Mitigants

  1. Require submission of an ESG management plan before NBC
  2. Independent ESG due diligence during DD stage
  3. Referral to DREEF TA for recycling and gender strategy support
  4. Require compliance certificate with IFC PS and AfDB safeguards

Mini Case Example

A mini-grid developer applied to NBC but had no battery recycling plan. DRELT flagged this as a Pre-NBC Blocker. The developer was referred to DREEF, which funded a recycling partnership with an approved local waste handler. The gap was closed before NBC re-submission.
